Halifax is a small town with a mighty voice and first in the country to declare independence from England. on April 12, 1776, North Carolina’s Fourth Provincial Congress met in Halifax and 83 delegates from across North Carolina unanimously declared that they would partner with any other colonies to declare independence from England.
